Special Education Data

The Office of Special Education Programs (OSEP) collects an annual count of special education students. Beginning the 2010-2011 school year, the count date has been moved from December 1 to the Third Wednesday in November (3WiN). For districts and public school academies in Michigan, the data are submitted through the Michigan Student Data System (MSDS). The count of students is then used by the Michigan Department of Education Office of Special Education and Early Intervention Services (MDE-OSE/EIS) as a basis for determining funding allocations and for the evaluation of special education programs and services. Districts and Public School Academies may continue to use the Michigan Information Compliance System (MICIS) tools for data management and for reports such as the Data Portrait.
